This does not make the websites unusable; it simply changes how a serious buyer should compare them. If two websites route to the same legal operator, fleet pool, phone team or commercial desk, asking both for a quote may not give you two independent supply options. The meaningful fields are the legal company name, trade licence, transport activity/permit, vehicle allocation, driver, insurance and written commercial scope.

Dubai RTA publishes separate activity descriptions for Buses Rental and for Passengers Transport by Rented Buses. The Buses Rental activity card (RTA activity 157) describes establishments renting buses and includes a condition to refrain from renting the vehicle with a driver. RTA separately regulates passenger transport by rented buses (activity 160) for employee/workforce transport under transport contracts, and tourist passenger transport has its own current permit framework under the 2025 executive regulation.

For a customer, the practical lesson is simple: if you are buying a driver-included passenger service, do not rely only on the words 'bus rental' in a website title. Ask which licensed passenger-transport activity and permits cover the actual job—staff route, tourist/airport movement, school-related duty, event movement or another passenger service.
