Qatar MOI publishes a specific rule for foreign residents of GCC countries — which is highly relevant to UAE expats

Many driving-abroad articles only check UAE Markhoos, which is framed around UAE nationals. That misses one of the most useful rules for the large number of expatriates who live in the UAE and hold a UAE-issued licence.

Qatar’s Ministry of Interior says that valid licences issued by GCC countries and held by a foreigner resident in one of those GCC countries may be used by that person when entering Qatar as a visitor or tourist, for no more than three months. It separately allows visitors with valid international licences to drive for up to six months.

That means an Emirati tourist, an expatriate UAE resident and an IDP-only visitor can reach a similar practical result through different legal routes. This article keeps those routes separate so users do not quote the wrong rule at the rental counter.

UAE EXPAT / GCC-RESIDENT RULE

This is the key Qatar rule many UAE-based expats actually need

Qatar MOI says valid driving licences issued by GCC countries and held by a foreigner who resides in one of the GCC countries may be used when that person enters Qatar for a visit or tour. The permitted period is no more than three months.

The MOI also says the date of entry is confirmed from the tourist or visitor’s passport. That means the three-month period is tied to visitor entry, not rental booking.

THE 3-MONTH RULE IS A BIG DEAL FOR UAE EXPATS

Qatar is one of the clearer destinations for a foreign GCC resident holding a UAE-issued licence

Instead of forcing an expatriate UAE resident to rely on a treaty written for Emirati citizens, Qatar MOI directly addresses the scenario: a foreigner residing in a GCC country with that country’s valid licence may drive as a visitor/tourist for up to three months.

That is a stronger basis for the practical answer than generic “GCC licence accepted” wording because it identifies both the residence relationship and the time limit.
