“34 countries” does not mean every UAE licence holder can drive in 34 places with no extra document

Current July 2026 reporting based on UAE Ministry of Interior Markhoos data says UAE citizens can use the UAE licence for visitor driving in 33 international destinations and can exchange it after residency in 34 destinations, with South Korea appearing as exchange-only in that dataset.

That is not the same as saying every UAE resident can drive in every listed place. Markhoos outbound recognition is built for UAE nationals. A non-Emirati resident who holds a UAE-issued licence still needs to verify destination law for their nationality/status.

The count also needs a GCC footnote. Current UAE MOFA destination pages for Saudi Arabia, Oman, Bahrain, Kuwait and Qatar separately confirm Emirati visitor driving rights. This guide therefore gives the 33-destination dataset exactly as reported, then separately explains GCC and country-specific IDP rules rather than forcing all evidence into one headline number.

        Current UAE MOFA pages for Saudi Arabia, Oman, Bahrain and Kuwait state that an Emirati licence can be used for tourism/visits without a practical or theoretical test. Qatar guidance also supports Emirati visitor recognition.

        If taking a UAE-registered vehicle across a land border, licence validity is only one part of the trip. Vehicle ownership/authorisation, registration, insurance and border-entry documents are separate.

        The UAE Government’s Driving Abroad page, updated February 2026, says UAE citizens and residents intending to drive abroad should apply for an IDP before leaving the UAE. It says the permit is valid for one year.

        Destination-specific MOFA pages can be even more explicit. Türkiye, for example, says international driving licences must be used. That is why this article never labels recognition as “no IDP required.”

        A destination count is useful for discovery, not enough for a driving decision

        The practical decision is always destination + traveller status + IDP + rental/insurance. A list can tell you where to investigate, but not every condition attached to legal driving.

        This is especially important for non-Emirati UAE residents, because outbound Markhoos recognition is framed around UAE citizens.

        South Korea shows exactly why the two columns must stay separate

        In the July 2026 aggregate dataset, South Korea is exchange-only. Converting that into a “34 countries where you can drive as a tourist” headline is inaccurate.

        A resident exchange arrangement can exist without identical visitor-recognition treatment.
