There is no single safe answer to “where is a UAE driving licence valid?” because three different rules are often mixed together: recognition for a short visit, licence exchange after becoming a resident, and the separate requirement to carry an International Driving Permit. This guide separates those rules, shows the current Markhoos recognition/exchange picture, and explains what UAE citizens and UAE residents should verify before renting or driving abroad.
THE SHORT ANSWER
For UAE citizens, the Ministry of Interior’s Markhoos framework covers recognition and exchange arrangements with multiple countries. A July 2026 summary of Ministry data reported 33 international destinations where Emirati citizens could use a UAE licence for visits and 34 destinations where exchange was available on residency, with South Korea described as exchange-only in that dataset. But the UAE Government also tells UAE citizens and residents who intend to drive abroad to obtain an International Driving Permit before leaving the UAE. Destination-specific Ministry of Foreign Affairs pages can add further conditions — for example, an IDP, translation, state-level rules or rental-company requirements.
WHY THIS SEARCH IS CONFUSING
A traveller asking whether a UAE driving licence is valid abroad is usually trying to answer one of four practical questions: Can I legally drive on holiday? Can I rent a car? Do I need an International Driving Permit? Or can I exchange my licence after moving abroad? Those are not the same legal test.
The Ministry of Interior defines recognition as using a national licence for non-residency purposes, while exchange concerns replacing a licence after becoming resident. The UAE Government’s general travel guidance separately says UAE citizens and residents who intend to drive in a foreign country should apply for an International Driving Permit before leaving the UAE.
That is why this guide does not publish one green “yes” list and stop there. It separates direct recognition/exchange data from destination-specific requirements, then gives a verification workflow you can use before paying for a rental car.
CURRENT COUNTRY LIST
A July 2026 report based on Ministry of Interior data listed the following 33 international destinations where UAE citizens could use their UAE licence for tourism/short visits under the recognition framework. It also listed South Korea for licence exchange on residency only. This is useful, but it is not a substitute for checking the Ministry of Foreign Affairs destination page and local rental rules before travel.
Why you will see other countries mentioned elsewhere: MOFA destination pages also describe visit recognition for destinations such as Saudi Arabia, Oman, Bahrain, Kuwait, Germany, Belgium, Sweden, Turkey, the Philippines and others — often with extra conditions such as an IDP. That is exactly why “valid countries” should be treated as a verification question, not a static universal list.

The labels above summarise current UAE Government / MOFA guidance checked in August 2026. Local laws can change independently, and a rental company can impose stricter document rules than the minimum road-law requirement.
WHAT “VALID” MEANS
Before reading any country list, identify which of these permissions you actually need.
The destination accepts the UAE licence for short-term/non-residency driving under its current law or bilateral recognition arrangement.
After becoming resident, an eligible UAE licence holder may be able to swap the licence for a local one without the full test route. Exchange rights can be narrower or broader than tourist recognition.
An IDP accompanies the valid UAE licence. UAE Government guidance tells citizens and residents intending to drive abroad to obtain one before departure.
Even where road law recognises the licence, a rental company can require an IDP, minimum licence-holding period, age threshold, credit card or specific insurance conditions.
WHO THE RULE APPLIES TO
Markhoos recognition/exchange agreements are commonly written around UAE nationals. MOFA destination pages frequently state that the applicant for exchange must be a citizen of the United Arab Emirates.
If you are an Emirati citizen, use the destination’s MOFA travel page and Markhoos information as the first official check, then confirm IDP and rental requirements.
A UAE resident can hold a valid UAE licence without being a UAE citizen. Bilateral Markhoos privileges described for Emirati nationals should not automatically be assumed to transfer to every resident licence holder.
The safest route is the UAE Government’s general driving-abroad guidance: obtain an IDP before departure and check the destination authority/rental company for the licence issued to your nationality/residency status.
GCC
Current UAE Ministry of Foreign Affairs pages for Saudi Arabia, Oman, Bahrain and Kuwait state that an Emirati driving licence can be recognised for tourism/visit use without a new driving test. These pages also discuss exchange for residency.
That does not mean a road trip is document-free. If you are taking a UAE-registered vehicle across a border, insurance, ownership/authorisation, customs or financing documentation can matter independently of the driving licence itself.

EUROPE
Some European destinations appear in the July 2026 Markhoos recognition/exchange set, while other current MOFA destination pages say recognition is possible but require an International Driving Permit. Germany, Belgium, Sweden, Switzerland and Romania are examples where current MOFA guidance explicitly says an international driving licence must be used.
This is why “UAE licence valid in Europe” is too broad to be a reliable answer. Check the specific country, whether you are only visiting, and whether your rental company requires the original licence plus IDP.
Portugal, Netherlands, Finland, Croatia, Denmark, Austria and others appear in the July 2026 MOI-data recognition/exchange summary.
Current MOFA pages for Germany, Belgium, Sweden, Switzerland and Romania explicitly tell travellers to use an international driving licence.
Car-hire companies may impose their own IDP, age, licence-age and payment-card conditions even when road law recognises the licence.
USA & AMERICAS
Current UAE MOFA guidance for the United States specifically highlights Texas for licence recognition/exchange under Markhoos. It also states that an international driving licence must be used where required and that travellers must follow local laws.
For a multi-state road trip, one state’s treatment of a foreign licence does not settle the whole journey. Check each state DMV and the rental company before departure.
MOFA states UAE citizens may drive for tourism/short visits and describes exchange requirements for Texas residents.
Do not assume Texas recognition means identical rules in California, Florida, New York or another state.
Rental companies may ask for an IDP, passport, credit card and minimum licence-holding period.
ASIA & EURASIA
China appears in the July 2026 direct recognition/exchange set and its current MOFA page lists conditions for exchange and recognition. Turkey and the Philippines are currently described by MOFA as recognition destinations but with an IDP requirement. Georgia adds another layer by advising UAE travellers to carry an IDP and translation documentation.
Japan deserves special attention for the IDP itself: ATCUAE currently notes that travel to Japan requires a separate IDP booklet issued in person at the EMSO office.

INTERNATIONAL DRIVING PERMIT
The UAE Government’s Driving Abroad page, updated 11 February 2026, says UAE citizens and residents who intend to drive in a foreign country are required to apply for an International Driving Permit while in the UAE.
ATCUAE currently lists the permit as valid for one year. Its public information lists Emirates ID, valid UAE driving licence and passport-style photos among the application requirements, and its online service tells travellers to carry the current UAE licence as well as the IDP.
An IDP is not a replacement for an expired or suspended UAE licence. It is an accompanying document/translation mechanism used with the valid national licence.
RENTAL CAR REALITY
Before paying a non-refundable rental rate, check the supplier’s document policy. A destination can recognise your licence under road law while the rental company still requires extra paperwork.
Some companies require an IDP even where local road law may accept the national licence.
A supplier may require that you have held the licence for 12 or 24 months.
Young-driver or senior-driver rules can add fees or prevent rental.
The licence can be valid but the rental still fails if the payment/deposit requirements are not met.
Insurer conditions may differ from licence-recognition rules, especially for cross-border use.
Georgia and some other destinations can require or strongly favour a translation in addition to the licence/IDP.
BEFORE YOU BOOK
Use the official guidance as the starting point and note the recommendation/requirement to obtain an IDP before leaving the UAE.
Read the Markhoos recognition/exchange block and any country-specific notes, not only a third-party list.
A licence may be recognised for a holiday but require exchange after you become resident.
If you are an expat resident with a UAE licence, do not automatically claim an Emirati bilateral privilege.
Ask whether UAE licence + IDP is accepted for your nationality, age, licence issue date and vehicle class.
Licence agreements, local rules and rental policies can change; save the current official page or confirmation.
DOCUMENT CHECKLIST
The exact legal set varies, but this is the practical bundle to verify before departure.
Original, unexpired and valid for the class of vehicle you will drive.

REAL-WORLD EXAMPLES
Current MOFA guidance shows visit recognition, but the driver still needs to check vehicle ownership/authorisation, Saudi insurance/border requirements and any trip-specific documents.
Do not rely on Markhoos citizen privileges. Current MOFA Germany guidance explicitly says to carry the original licence and an International Driving Permit; the rental company must also accept the documents.
Texas has explicit current Markhoos recognition/exchange treatment. The next state can have different rules, so a multi-state itinerary needs state-by-state checking.
Current MOFA guidance advises UAE licence + IDP + English translation and contains additional translation/notarisation guidance for private-car driving. Confirm the rental supplier before arrival.
COMMON MISTAKES
The 34 figure concerns a specific current Markhoos recognition/exchange dataset for UAE citizens; it does not erase IDP, residency, local-law or rental conditions.
Residency in the UAE is not the same as UAE citizenship. Many exchange conditions explicitly say the applicant must be a UAE citizen.
It does not. ATCUAE instructs travellers to carry the current UAE licence with the IDP.

Tourist recognition is designed for temporary/non-residency driving. Once you establish residency, many jurisdictions require a local licence within a defined period. Markhoos exchange arrangements can simplify that conversion for eligible UAE citizens, but the eligibility requirements are destination-specific.
Do not assume that a rental-car acceptance email for a holiday proves you can keep driving after relocation. Residency changes the legal question from recognition to exchange or local licensing.
RECOGNITION VS EXCHANGE
The South Korea note in the July 2026 MOI-data summary demonstrates the distinction: it was reported as an exchange destination for residents but not included in the 33 tourist-recognition set in that summary.
The reverse can also happen in international licensing: a visitor may be able to drive temporarily but have no simplified exchange route after moving. Always read the correct column for your purpose.
LAW VS RENTAL VS INSURANCE
The road authority decides whether you are legally licensed. The rental company decides whether it will supply you a vehicle under its contract. The insurer decides whether your driver status and use are covered. A safe trip needs all three to line up.
If any one layer asks for an IDP, translation, additional driver fee, cross-border permit or specific licence-holding period, treat that as part of the trip requirement even if another layer is less strict.
