Can I Drive in the USA with a UAE License? 2026 State, IDP, Texas & Rental Rules

There is no single 50-state answer. USAGov says foreign-driver and IDP requirements depend on the states you visit. Current UAE MOFA guidance specifically lists Texas for Emirati licence recognition and exchange, but that Texas arrangement should not be assumed to apply throughout the United States. A UAE licence question in the U.S. starts with the state you will drive in

USAGov’s current guidance for non-citizen drivers says the need for an International Driving Permit depends on the U.S. states being visited. Not every state requires an IDP, and the federal government does not give one universal visitor-driving rule that replaces state licensing law.

Current UAE MOFA guidance adds an important UAE-specific point: Texas is specifically listed for recognition and exchange of the Emirati licence. That should not be stretched into a claim that all 50 states have the same bilateral arrangement.

For a road trip, the safe workflow is to check every state DMV plus the rental contract. A traveller can be legally eligible in a state yet still fail a rental company’s document, age or insurance requirement.

        For exchange, the MOFA page lists UAE citizenship, valid U.S. residence status, a permanent valid UAE licence, age compliance, medical requirements and other Texas conditions. This is a specific arrangement—not a national U.S. rule.

        New York and Florida demonstrate how state rules differ

        New York DMV states that a non-resident with a valid licence from another state or country can legally drive in New York. When the person becomes a New York resident, local licensing requirements apply.

        Florida’s official driver handbook says a qualifying non-resident can avoid obtaining a Florida licence when carrying an International Driving Permit from their country of residence accompanied by a valid home-country licence. That is a different formulation from New York’s.

        A multi-state road trip can cross California, Nevada, Arizona and Utah in a few days. The rental can usually cross state lines if the contract allows it, but driver eligibility still needs to remain valid everywhere you drive.

        Check toll/express-lane rules, insurance, additional drivers, young-driver fees, one-way return charges and any restrictions on driving into Canada or Mexico separately.

        Once you establish state residency, a visitor licence is no longer the right long-term solution

        USAGov directs permanent residents to the licensing authority in the state where they live because residency requirements differ by state.

        California, for example, requires a person applying with a foreign-country licence to complete the California application process and pass a driving test. New York similarly has a resident licensing process. An IDP cannot replace those resident obligations.

        Search “Can I drive in California/Nevada/Texas?” rather than only “Can I drive in USA?”

        USAGov explicitly tells foreign visitors to check the DMV for the states they will visit. This is the most important research habit for a U.S. driving trip.

        A single national yes/no answer hides the differences that matter at traffic stops and rental counters.

        Current UAE MOFA recognition in Texas is useful—but geographically narrow

        Texas appears specifically in the UAE Markhoos/MOFA framework. That makes it highly relevant for Houston, Dallas, Austin or San Antonio visits by UAE citizens.

        It does not automatically create the same bilateral rule in California, Florida or New York.
