TWO RULES APPLY AT THE SAME TIME
Current UAE MOFA guidance says an Emirati licence is recognised for tourism/visits in Türkiye, but it explicitly adds that an international driving licence must be used. That means the correct visitor preparation is not simply ‘take the UAE card’. It is the valid UAE licence plus the IDP and the documents required by the rental company.
Türkiye’s Nüfus ve Vatandaşlık İşleri separately states that foreign nationals may drive with a foreign driving licence for a maximum of six months from entry. That six-month window is a duration rule; it does not override the MOFA IDP instruction.

ISTANBUL
A UAE traveller renting at IST, SAW or in central Istanbul should confirm how the vehicle handles HGS tolls, where charges appear after the rental, and whether the rental rate includes or later bills toll service fees.
Dense traffic, limited hotel parking and historic-district restrictions can make a chauffeur or public transport more practical for central stays even when the traveller is legally eligible to drive.
INTERCITY ROAD TRIPS
A licence answer does not tell you whether the chosen car, insurance and mileage allowance fit a 1,000+ km itinerary. Check daily kilometre limits, tyre/seasonal equipment, one-way return fees and whether the rental allows the exact region.
For winter/highland routes, road conditions can change quickly. The safer vehicle choice is driven by season, passengers and luggage—not by simply booking the largest SUV.
LONGER THAN A TOURIST TRIP
Turkish NVI states that foreign nationals may use a foreign licence for a maximum of six months from entry. A person who remains and wants to continue driving should move to the Turkish licensing/exchange process rather than repeatedly relying on tourist advice.

RENTAL COUNTER REALITY
Avis Türkiye currently requires physical ID and driving licence at the office, says digital licences are not accepted, and asks foreign-licence users for their passport/country-entry stamp. It also states that foreign licence details must be legible and, where the licence name/date information is not in Latin alphabet, a notarised translation should be provided.
Vehicle class can materially change the age and licence-history threshold. A traveller who qualifies for an economy car may still be ineligible for an SUV or premium category.
IDP
Current UAE MOFA Türkiye guidance explicitly says international driving licences must be used. Carry the original UAE driving licence as well; the IDP does not replace it.
The UAE Government’s general Driving Abroad guidance says UAE citizens and residents intending to drive abroad should obtain an IDP before leaving the UAE. The permit is valid for one year.
