Can I Drive in Turkey with a UAE License? 2026 Türkiye IDP, 6-Month & Rental Rules

UAE recognition does not cancel Türkiye’s IDP and six-month rules

Current UAE MOFA guidance says an Emirati licence is recognised for tourism/visits in Türkiye, but it explicitly adds that an international driving licence must be used. That means the correct visitor preparation is not simply ‘take the UAE card’. It is the valid UAE licence plus the IDP and the documents required by the rental company.

Türkiye’s Nüfus ve Vatandaşlık İşleri separately states that foreign nationals may drive with a foreign driving licence for a maximum of six months from entry. That six-month window is a duration rule; it does not override the MOFA IDP instruction.

The practical answer also changes according to whether the traveller is an Emirati citizen, a non-Emirati UAE resident, a short-term tourist, or someone who has moved to Türkiye. This article keeps those cases separate.

        Istanbul rental driving is more about traffic, parking and toll process than licence theory

        A UAE traveller renting at IST, SAW or in central Istanbul should confirm how the vehicle handles HGS tolls, where charges appear after the rental, and whether the rental rate includes or later bills toll service fees.

        Dense traffic, limited hotel parking and historic-district restrictions can make a chauffeur or public transport more practical for central stays even when the traveller is legally eligible to drive.

        A licence answer does not tell you whether the chosen car, insurance and mileage allowance fit a 1,000+ km itinerary. Check daily kilometre limits, tyre/seasonal equipment, one-way return fees and whether the rental allows the exact region.

        For winter/highland routes, road conditions can change quickly. The safer vehicle choice is driven by season, passengers and luggage—not by simply booking the largest SUV.

        LONGER THAN A TOURIST TRIP

        After six months, temporary foreign-licence use is no longer the right framework

        Turkish NVI states that foreign nationals may use a foreign licence for a maximum of six months from entry. A person who remains and wants to continue driving should move to the Turkish licensing/exchange process rather than repeatedly relying on tourist advice.

        Conversion rules depend on the issuing country, conventions and category. The correct source is Turkish NVI, not a rental-company blog.

        Legal recognition does not guarantee the exact car will be released to you

        Avis Türkiye currently requires physical ID and driving licence at the office, says digital licences are not accepted, and asks foreign-licence users for their passport/country-entry stamp. It also states that foreign licence details must be legible and, where the licence name/date information is not in Latin alphabet, a notarised translation should be provided.

        Vehicle class can materially change the age and licence-history threshold. A traveller who qualifies for an economy car may still be ineligible for an SUV or premium category.

        WHY “YES” IS INCOMPLETE

        A recognised UAE licence can still fail at the rental counter without the companion documents

        The legal question asks whether the foreign licence can support temporary driving. The rental question asks whether the supplier can identify the driver, verify the licence, satisfy insurer requirements and take a valid deposit. Those tests overlap but are not identical.

        For Türkiye, the IDP instruction and physical-document rules make preparation especially important.

        THE SIX-MONTH CLOCK

        Long-stay users should plan a Turkish licence before the temporary window expires

        The Turkish NVI rule gives foreign nationals a maximum six-month period to use foreign licences. A long-term resident should treat that as a transition period, not a permanent entitlement.

        Start conversion/licensing research early because document translations and eligibility checks can take time.

        For Istanbul-only trips, driving eligibility does not automatically mean a rental is the best mobility choice

        Parking, traffic and toll administration can make a rental less efficient for a short central-Istanbul itinerary. A rental becomes more useful when the trip genuinely includes intercity or rural driving.
